Is this just a case of "I'm not interested in YOU and I just don't want to be rude about it"?

Okay honestly this could mean several things, it really depends on what led up to it....

1) If you have been hanging out with a girl and both having a good time together and then you decide to take it to another level and this is the response you get... she likes you being her friend and is not interested in more than that.

2) If you have been dating for a short amount of time but not seriously and then you have a "talk" about what it to come.... she likes you enough to hang out but she also knows she would probably do you wrong.

3) If you meet this girl and right from the beginning this is what you hear.... she has no interest

I find myself wondering that, too. I was given almost the same response by someone quite a while ago:

"I'm really flattered, but I just don't have the time in my life right now."
