No it is not even close to complete. You can however make a forumla. I will search for the recipe and edit this post to include it.
Feed at room temperature slowly with an eye dropper or bottle you can get them at farm stores like tractor supply or walmart. Keeps no more than 4 days in the refrigerator. Adjust recipe by cutting in half, doubleing as needed based on number of puppies and size.
4- Egg Yolks
4- Tablespoons White Corn Surup
1-12oz Can Evaporated Milk
1-12oz Distilled Water
1 dropper full of Pet Tenic Vitamins (From your vet, some places like petco or petsmart may have it)
Always throw away anything left in the bottle after eating.
At 4 weeks you will need to feed 4 hours more or less depending on the size, the pup will let you know when it is hungry.
As soon as possible start pouring it into a saucer and dipping your finger in it, rub it on the pups mouth and slowly lure him to the saucer. He should be old enough to drink on his own now, if not he will be soon. Once you get him drinking start mashing up dry crushed (blender) puppy food with a fork into the milk, slowly making it thicker.
Make sure you keep water out for him all the time and dry puppy food for him to nibble as he cuts his teeth and learns to eat it.
** the person below is right about goats milk, with deer for example it's the closest to doe's milk.

No cows milk will make the pup sick. Here what to do. Get some puppy food about 1 cup place it in a blender and crush it up. Add enough warm water to make a runny oatmeal like mush. Feed the pup this along with some clean water in shallow bowls. You will need to feed the pup 4 times a day.
You may have to teach him what this is so you can gently place your finger into the mush and then into the pups mouth. He'll catch on very quickly and begin to lap it up for you. Keep him warm and clean. He'll be fine.

No, the lactose can give this puppy severe diarhea and make it dehydrated. Buy a dog milk replacement powder. Most petstores will have this and a vet can probably tell you where to buy some. Do not give this puppy cow milk, only dog milk replacer formula.

By 4 weeks with no milk, you might as well not give it milk because it won't do anything to help him anyway. Go to a vet and seek proper nutrition!! If you dont feed him properly, he will get sick and be malnourished. He needs a high calorie, high protein puppy food. Ask a vet, dont ask people here.

No!!! Dogs are lactose intolerant, and if you give cows milk to a puppy, it will give it severe diarrhea which will cause it to become dehydrated which will cause it to die. Go to your local veterinarian for help(they do sell a milk replacer for puppies). They may even offer to help you with the puppy. Good luck.

no cows milk isn't good for it at all. you can see if there is a veterinarian near you or a pet supply store that maybe sells kmr or some other sort of supplement for puppies

I've heard of other mature female dogs taking over puppies whose mother had died. Perhaps you could find a neighbor with a dog that has had puppies.

@ 4 weeks the puppy is ready to be weaned anyways. Start feeding it puppy kibble mixed with warm water in a blender.

goats milk is very gentle on a pup this young you can mix with a good quality dry puppy food. let the food get soft then give it to the pup and leave dry available at all times for him to nibble on any time he wants also fresh water at all times
