my friend has a laptop with windows vista on it and he has bluetooth on it. so how can you get bluetooth?

Are you aware that Bluetooth is for use on Portables when you don't have access reqularly like in your case with a PC at a desk.
Bluetooth is like when you go to the park and you have your Laptop and your CellPhone and both are equiped with Bluetooth and you can get on the Internet from the Park.

You need to buy a USB Bluetooth Dongle.
This will allow your PC to connect to other Bluetooth enabled devices.
