If the caller has Direct dial services in his Tel provider, no problem. But if not, before you acknowledge and accept the call, the Tel operator would ask you any way if the call for you is charge or collect call. If she say "charge call", you will pay and its up to you if you want to accept the call or not. If the call is "collect call", then no problem, the caller will pay

Nope you dont have to. There used to be a service where the receiver pays for the call but the company will let you know that you are the one who is going to pay for it. I don't think that exists anymore.

Yes. Even if she called collect, you still have to agree to pay (the operator asks you) before they charge you.
BUT if you are using a cellphone, you might be up for some minutes used.

If they call you on a landline, they always pay unless it is collect and you preauthorize the charge. On a cell phone it varies by plan.
