It depends on your state and the state where the court judgment is filed. Debts generally are subject to a statue of limitations. See the links below.
I am NOT a lawyer. The information linked came from web pages found on the Internet with a Yahoo search. I do not know the accuracy of the information.

Mortgage lenders do judgment searches in many cases. See if the lender who came up with the information can tell you which state and county the judgment came from. Contact the courthouse in that county for more details. Depending on the amount involved and how much you want the house, you may consider it worth attorney's fees. Make sure you get agreement from attorney to cap fees.

Try a local credit union as $15000 is too small an amount for most mortgage lenders.

Many lenders, banks in particular, deal in any sort of secured loan other than second mortgages. Other institutions deal almost exclusively in secured loans. Finance companies that deal in secured loans can be found in your phone book, newspaper, and increasingly, online.Shopand can get a good idea of what each can offer you in terms of interest and other finance charges and fees. Choose the best one for your needs, and apply for the loan.

You will need to pay off the judgment before you borrow more money. Try to get a copy of the judgment to find out the current balance. I don't think a credit card can go bad, did it get moldy or something?
