Okay if it went on it has to come off.
Well unless it was metal and it was hot when it went on, then it could shrink. I would try oil, like olive oil, that is much slicker then soap.
I cant imagine that you cant find anything to cut it off. Also if you are freaking out your dog, its heart beat will be rushing. It will force more blood to the skin. This could technically be why you cant get it off. Let your dog relax in a cold place. When its asleep pull it off.
If that doesnt work call a vet or go to any of your neighbors that has tools. They will cut it off in about 10 seconds.

First of all calm down! Is the dog's breathing okay? If yes, then calm down or you will upset your dog and it may start having trouble breathing. If he can't breath well get him to an animal hospital immediately. Okay if he is okay on the breathing, get some vaseline. Completely drench the bracelet itself and the dogs neck in it. do it in a petting motion to keep the dog calm. Slowly edge the bracelet up over its head inch by inch, if you have to do one side inching at a time do. If it went on it has to come off. Just be calm. If vasoline doent work, try to find a lube of some sort like KY or something really slick. Soap and water may not be working because of the water. Have you ever tried taking wet jeans off, iff so you see my point. I hope your dog is ok and let me know how it goes

Call the Vet. If the Vet doesn't have something that will cut the bracelet, then drive the dog to the local fire station or auto repair shop. They will have something that can cut through the bracelet...

try shaving the hair around the bracelet after that just keep on using soap and water same happened to my dog make sure that its not tight on her see if your finger fit underneath the bracelet so you can see if the dog can breath normally
after all the pressures out and you get the bracelet off beat the living #### out of your sister for being un responsible and never trust her with your dog just kidding it was a simple mistake that could have happened anyone just tell her to be more careful

Butter. Melt butter or margerine and slather it all over the dog's neck. GENTLY pull until the bracelet slides off. Be careful of puppy's ears, that's what it's caught on.

Grease her neck with mayonaise, or peanut butter, or olive oil, or some other vegetable oil, that should be greasy enough to do the trick.
