We do not recognize Cuba as a friend of the United States & we certainly don't recognize Castro as a world leader. Why does he allow us to have a military base there? Was there a politacal deal made at the onset of his regime?

We tried setting up a democratic government (with, of course, the usual heavy influence of American business and political interests) but that kept producing crappy leaders (likely in large part because of the American business and political interests), and that's how Castro came to power. There's no way he could have dislodged the Navy and Marines from Gitmo.
