Chapter 17 of Revelation leaves no doubt as to the fate of all false religion. In verse 16 we read: “The ten horns that you saw, and the wild beast, these will hate the harlot [false religion] and will make her devastated and naked, and will eat up her fleshy parts and will completely burn her with fire.”
Remarkable as it may seem, false religion has had its day. Its practices, customs, traditions, and privileges will soon disappear. That may seem as unlikely to you as the swamping of the Catholic Church did to people in the 16th century. But the Reformation waters were overwhelming. Church wealth went to the people, its power to the monarchs. Even so in our day, the nations will preside over the final dissolution of false religion.
What does that mean for you personally? Examine the religious institution to which you belong. Does what it stands for agree with the Bible in every way? If not, then your organization is part of “Babylon the Great,” or the world empire of false religion. Follow the command found at Revelation 18:4, which is: “Get out of her, my people, if you do not want to receive part of her plagues.”
Remember, the tidal wave bringing conclusive destruction to false religion is on its way. It can be seen on the horizon. Where will you be standing when it brings thunderous destruction? In the valley of indifference? On the hill of some secular authority? Or on the mountain of God? There is only one safe place to be.

The nations of the world set up economic policies that do not provide for the necessities of the masses. The wealthy use these policies to take advantage of the poor by paying low wages. Because of these policies, a corporation or business can release an employee from work at will. When they are treated as an expendable resource, the masses begin to hate the “system,” their governments, and the premise for which these exist— greed and profit.
Immigrant workers who come to a country to work in order to survive, then establish residency and help build the country’s infrastructure, which of course, is always controlled and maintained by the wealthy. When it becomes more profitable to replace the laborers with machines or outsource their jobs to another country with cheaper labor, the people rise up in rebellion and protest. Poverty increases, crime increases, and in time, the once prosperous and peaceful country is filled with civil uprisings and unrest.
The economic policies and the illusory standard of living (“the flesh of the whore”) once promised to the people, no longer becomes a reality, and the hope and promise of the “American Dream” becomes a “desolate and naked” promise that is “eaten up” in their anger and frustration.
Pour out thy fury upon the heathen that know thee not, and upon the families that call not on thy name: for they have eaten up Jacob, and devoured him, and consumed him, and have made his habitation desolate. (Jeremiah 10:25)
The very essence of the illusion (a decent standard of living) unattainable for the masses is limited to those (“the ten horns/kings”) who control and have power over their lives. The people are no longer ignorant of what is happening, and with a knowledge of truth (“fire”), cause their governments constant problems with protests and uprisings against their leaders, and fight against the deceit behind government agenda and policy (“burn her with fire”).

This refers to the end of the world empire of false religion by the world's political powers. They will finally have had enough of the harlot trying to direct and lead the political powers. They will tear her down, rip her into pieces, and her fleshy parts or material buildings and riches will be torn from her so false religion will be destroyed utterly by the governments.

This is a portion of Revelation that is heavily symbolic. Revelation itself states that the harlot is symbolic. No one can state with (scriptural) certainty what the harlot is, or what the flesh of the harlot is.

I think this refers to the city of Babylon as in being destroyed and made desolate.
