I know where this saying came from, but does anyone know what it would refer to if it was said to someone? Or where the phrase would be used?

That was the phrase used by Edward R. Murrow of CBS News to start his broadcasts from London in WWII the Full phrase was " This is London Calling Columbia in New York Ed Murrow reporting." after his broadcast he would say "Good Night and Good Luck."

I thought it was a BBC broadcase during WWII...to the world... but the Edward R. Murrow reference above sounds about right.

It was one of the famous US radio journalists who prepared a nightly show that was radioed across the US, during WW II.
It would not be used nowadays.
