The first sign of 'old' meat is when it starts to turn brown. I have never seen meat turning green...but at any rate, it is not its normal colour anymore. So it is time to throw it out.

Meat is always bad (in my opinion) but if it is green it has probably gone south. How does it smell? What's the date on the package? How long has it been in the fridge?

If roast beef probably no! Every thing else yes!!!
Roast beef uncooked can have a green color if let to set in to much of its own juice and dried. Just wash it off!
