Jubilate Definition

Jubilate means to rejoice or celebrate (where the word jubilation comes from)
Deo means God
Hallelujah or Alleluia means praises (to god)

The whole thing means rejoice in/with god and give him praises. Jubilate and Deo are latin, Hallelujah is originally Hebrew (though alleluia is the latinized form of the word). Latin was the language of the church for many hundreds of years, which is why there are many church phrases/sayings in latin.
