My kids are going to middle school and we live in a not so good neiborhood. Often kids fight, tease etc...while waiting on the school bus. I call school & transportation dept. about what is happening at the bus stop but both seem like don't want to take responsibility. If I tape what the kids are doing at the bus stop and show to the local board of education, I think they will do something to keep kids safe at the bus stop but I'm also worried I might get charged for taping the kids.

you will not get in trouble... you would only get in trouble if you taped the kids and didn't show anyone.
you're taping them for a good reason, and you're not keeping it to yourself, which is good.
