Rule 19-5, If you hit the ball that is on the green with a ball that it is off the green there is no penalty. The ball struck is moved to its original resting spot and the ball that struck it is played as ti lays. If this occured when the ball in motion was already on the putting green the the person who putted the ball gets a 2 stroke penalty. The same spotting of the balls occur

The penalty is on the person that does the hitting. When on the green you can ask to have the ball marked, if you did not ask and hit penalty and you replace the ball that you hit in the position that it was in.

Assuming both balls were on the green before you putt, it's a 2 stroke penatly to the guy who putt (in stroke play).

In match play, there is no penalty.

If either ball was off the green at the start of the stroke, there is no penalty.

In either case, the ball that was moved needs to be replaced. The ball that was putted should be played as it lies.

It would be the penalty of the one who struck the ball with his own

If you were putting, and you didn't give him the opportunity to mark his ball, you suffer a penalty stroke. Also, he gets to place (or mark) his ball back where it was before yours hit it, and you have to play yours where it stops (rub of the green).

The penaly goes to the person who didn't place a marker in place of their ball. So if you putted after someone else, and hit their ball, it would be their penalty. I have a friend who was trying to get a golf license and he forgot to place his marker. His ball got hit, he got a penalty, and ended up failing the test by 1 stroke. Ouch.
