For any random person?
As you walk by a woman (even if she's homely) say "you've got great eyes!" or some compliment.
And for men, tell them they smell good.
Don't stick around and expect a response, just keep going, and smile when you say it. Compliments will brighten anyone's day.

teach my husband how to clean and DONT forget to show him how to dust...we live in a high traffic area so if we miss one day it looks like there is five years of dust....note to self: move out in the country next time...lol or at least on a slower street...
