I want personalized plates but the idea I have in mind is not available in my state (California). Is it possible to purchase the plates from another state, even though I don't live in that state?

No. You have to be a resident of the state you register your vehicle in. Different states charge different amounts for taxes, etc on a vehicle. If you could do what you're asking, everyone would register their vehicle in the state that costs the least.
