I would recommend reading the New Jersey DMV web site, or calling them.

Go to the website below and it will tell exactly what you need to know and how to do it as a first time driver in NJ. You only have to be 16 in NJ to get your license. Of course, you'll have to pass your road test, so I suggest that you get as much practice time on the road as you can (with a qualified driver). If you're the nervous type, I recommend going through Drivers' Education.
Just bear in mind that not everyone gets their license on the first try. It took me 3 and I've been driving for over 25 yrs.

The young adult road:
For drivers age 17 or older, MVC offers a three-phase process:
1. Examination permit:
2. Provisional license (minimum one year of restricted but unsupervised driving)
3. Basic driver license (must be 18 years old)
Get an examination permit (not a student permit):
Visit an MVC Agency (may also be distributed by a licensed driving instructor).
Pass the knowledge test. You can study by reading MVC's
Driver Manual
Pass the vision test
Pass the 6 Point ID Verification
Pay fee
Permits are valid for two years and must be carried when
operating a vehicle
If your permit is lost or stolen, you must request a duplicate permit
Practice supervised driving for at least six months:
You must observe the following restrictions during the supervised driving phase:
No driving between 12:01 a.m. and 5 a.m.
You must be accompanied by an Adult Supervising Driver (at least 21 years old and licensed to drive for at least 3 years) in the front seat
Passengers must be from your household. Only one additional person from outside your household is allowed
You can't use cell phones, hand held video games or any other hand held electronic device
Seat belts must be worn at all times
See GDL Exemptions for hours-related exemptions for employment or religious reasons
Get a provisional license:
Complete the supervised driving period
Pass MVC's road test
Practice unsupervised driving for at least one year
You must observe the following requirements and restrictions while driving with a provisional license:
No driving between 12:01 a.m. and 5 a.m.
Passengers must be from your household. Only one additional person from outside your household is allowed in the vehicle
You can't use cell phones, hand held video games or any other hand held electronic device

usually you have to wait and do driver's ed, its to get experience. In some states, you can get your license at 18 without doing driver's ed.
