The way to have really tender ribs is LOW & SLOW cooking, temperature should be about 250F for 2 to 2-1/2 hours apply sauce during the last half of cooking time to allow nice caramelization. To all you cooks who boil ribs first, SHAME ON YOU!!! SACRILEDGE!!!!! YOU ARE DRUMMED OUT OF THE RIB COOKING CORPS!!!!!!!

This is a no fail recipe. I make them all the time, and everyone loves them.
Season your ribs with anything you have that seems meat like. I generally use salt, pepper, garlic powder, onion powder, chili powder and cumin. Rub this mixture all over the ribs. Let this marinate for at least 1 hour. But when we camp, I do this the day before. Then wrap this in tin foil tightly and cook on a low heat 300 in the oven or a very low heat on a grill for about 3 hours. I do this for baby back ribs, for other types of ribs you might need to add an hour or two. After this crank the heat to broil if in the oven or high heat on a grill and begin basting with bbq sauce.

Here's a way I learned on Food Network via Emeril Live.
Boiling the ribs first takes out a lot of the flavor of the natural meat.
Bake the ribs at 350 for about 1/2 hour. Take them out and let them cool. Put on your favorite rub (if you like that) It can be a favorite spice or a liquid. Then, take tin foil (the non stick type) and lay it flat on the counter. Next, do the same with a piece of plastic wrap. Yep, plastic wrap. Now, pour the bbq sauce over the ribs, wrap them up in the plastic wrap, wrap that up in the foil and place in the over at 250 for about three hours.
The ribs will fall off the bone and the plastic wrap will only pull apart and NOT melt. It just helps keep the moisture in.

My mom makes really good ribs. She boils the ribs in plain water until they are almost completely cooked. Then put them on the grill with the bbq. They are so good, the meat falls right off the bone. I'm not sure exactly how long she boils them. I just remember it's a long time. I would guess about 2 hours. Good luck.

Try marinating ribs overnight, with salt and pepper will do., but to make it even tastier use the spanish GOYA sazon powder.
To make Ribs tender, cover with foil and set in the oven for about 30mins or so depending on size and how big of a potion it is.Once you open and you see its tender and really cooked, remove from foil. Then add your BBQ sauce with a some butter and some lemon juice to make it crispier, glaze it all on the ribs, cook for about 15 mins and your done! Good luck!

I brown mine first on the stove top, then take them and put in a caserole dish with a little water on the bottom and pour bbq sauce on the top and cover. Bake on 300 for an hour, turn them over add more bbq sauce and finish baking for another hour. If you have a lot of time, after browning, put them in a crock pot (slow cooker) in the same manner but turn them after a couple of hours if you are home, if not just put them in, add a little water to the bottom and bbq sauce and cook on low for about 7 hours or while you are at work.
If you want to cook them on the grill, what I do is put them in boiling water for about 15 minutes, then put them on the grill to slightly brown and add bbq sauce, rotate and add sauce to the other side.

The Coca-Cola marinade trick is a good one. Here's another one: Parboil the ribs in a big pot, marinate them overnight in apple juice, then grill them over low heat for about two hours, turning the heat up for the last five minutes or so when you smear on the barbecue sauce. Always save the sauce for last because it'll burn if you try to slather a rack of ribs with sauce and then cook them for even 15 minutes.

If you have to par boil them then par boil them in beer (of you choosing) then put them on the grill or oven until tender. I do this sometimes but I prefer just seasoning them and put them in the oven uncovered on 350 degrees (Keep turning them until they are done (I usually let them cook for a half hour before turning. Once done then add BBQ sauce and let the sauce cook on the ribs.
Enjoy

I suggest boiling them until fork tender - remember to add a little bit of vinegar to the water - When the ribs are fork tender put them on a baking sheet and top with sauce and bake until sauce is dried out a little.
