It could be either, and it would be hard to draw a definite conclusion based on the info given. Sometimes God does speak to us in dreams, as He did, for instance, to Joseph, but that's not to say that every dream is a direct communique from God.
I've had dreams in which I've seen deceased loved ones, but I didn't take them to mean anything more than that they'd been on my mind a lot. (Incidentally, I'm very religious.)

check (on bible) Ecclesiastes 9:5 .... the dead are conscious of nothing at all...
but there is a hope for the dead
check John 5:28,29 do not marvel at this, because the hour is coming in which all those in the memorial tombs will hear his voice and come out , those who did good things to a resurrection of life, those who practiced vile things for a resurrection of judgment!

I think it could be one of a few possibilities.
Loved ones who've died often show up in our dreams. Many times, they are like any other dream element - they represent a part of yourself or an aspect of your personality to which you need pay attention. For example, my mother in her angry form often shows up in my dreams when I am deep into self-criticism.
I do believe it could also be you missing her.
And, I do believe that once in awhile, they are sending us messages.
You need to pay attention to what she's saying and eventually I think it will become clear.

You dream about her because she's still in your thoughts and you wish to see her again. God really has nothing to do with. It's just how the brain works.

It could be both. I really don't have the answer but I like to believe that there is a connection on a spiritual level and that physical death is meaningless to the soul.

when my father died i was 14, that night when i had finally gotten to sleep i was dreaming i was on the porch with my friends and my father pulled up and said to me i bet you thought i wasn't going to say good bye, and he told me he loved me. he also died in a car wreck.
that was the only dream i had but i do believe he came to me to say good bye.
i do believe that she could be coming to you in you're dreams to help yo to get through you're pain and grief.

That is a possibility, God puttig her in your dreams. I won't say that couldn't happen. Moddern science will say it is just your subconsious thought producing images of your cousin. Still sounds like God to me...LOL.
