You can get out of Penn on the 7th avenue side and walk one block to Herald Square (34th and Broadway/6th ave), then take the NQRW to Union Square.
If you don't want to get out of the subway station, take the A, C or E trains to the L at 14th and 8th, then take the L two stops to Union Square.

Union Square is 14th Street. On Monday's and Wednesday's there is a greenmarket in Union Square Park. Quickest way there is you get out of Penn Station on Seventh Avenue and you walk east on 33rd Street to Greeley Park on Sixth Avenue and 33rd Street. Take the N,R,Q to 14th Street.
