if you really NEED the rental, then you'll really NEED to be 25 and have a credit card. or have someone else rent for you and put you on as an additional driver.
Rental cars are a privilege, not a right.

Chuck is incorrect, it is rare if not impossible to find a car rental company that accepts a debit card rather than a true credit card and even when they do, the account must have at least double the anticipated rental amount available in it as they will put a 'hold' on that amount until the car is turned back in. Check with each rental car company to see if they accept debit cards. (By the way if they do, the card must have a Visa or Mastercard logo). If you also don't have a debit card you are out of luck. Little Glo is incorrect also, car rental companies don't accept cash, they don't even have cash registers.

Rental companies do not rent without a credit/debit card. You may need to get someone else to rent the vehicle and put you on the contract as a driver.

Most car rentals do require credit cards, but your other option is cash. And they usually require that you place a sizable deposit should anything happen to the car. Look at the website and if your State has one. Most of them are located near airports.
