How do you convert numbers into column letters in excel?

Alternatively, how do you reference a cell given a row number and a column number? I'd like to avoid using VBA here if possible, but if theres no way to do it without using VBA post code (i think you can just use the chr() function).

Use the ADDRESS() function

absolute reference = $A$1
ab col / rel row = $A1
rel col/ ab row = A$1
