The answer is it depends. It depends on the state you are driving in and whether or not there is a posted sign against turning left on red. In states that do allow a left on red, you must be turning from a one-way street onto another one-way street.

yes as long as you stop at the light and are turning onto a one way street. Just make sure there are any signs that say you can't. Some areas have them and others don't. When in doubt dont try it. Another good sign to see if you cant is when you do it and get pulled over for it. just kidding. I know its legal around my house.

In colorado you can if the street you are turning from is one way and the street you are turning to is one way. Not a lot of people know this though. It is in the driver's manual.
To be precise, your question should ask if you can legally make the turn, but we know what you mean.

In MARYLAND if both streets are one way you CAN turn left on red,after complete stop and no oncoming traffic, unless posted "NO TURN ON RED"

A lot of people do it. But no you cannot make a left on red on a one way street. However, it is very tempting when there is no traffic!
