Jesus was from Nazareth. Men from Nazareth were not supposed to shave. Jesus didn't break any of the commandments in the Old Testament of the Bible. He did heal a man on the Sabbath Day which the Pharisees said was evil. No one really understood the difference between good and evil until Jesus Christ began to teach them. Before that, everyone simply kept the laws in the Old Testament and didn't attempt to use any judgment.

It would have depended on the culture of the times. I saw a show on the History Channel about what he probably actually looked like and he was clean shaven on that.
