I believe you can as long as its a stick and not some sort of liquid. That is there only problem. liquids. If you are traveling then justr bring it. I am very sure they willl let you through and if they dont they just throw it away and let you on. Its not like anything expensive or valubule anyway.. anyways you would be able to buy some after passsing security.. and whatever you buy there can go on the plane

Lipsticks and lip-balm are counted as liquids, so I assume that chap sticks are too.
Better safe than sorry, add it to your liquids bag. (If your bag is very full you can put it in your checked luggage.)

of course, but put all ur chapsticks...or other creams or sunblock, in a plastic baggie for the airport secuity. that is what they make u do now.
