Would it be through work experience with a dive group, and practicing and meeting the right people, or are there schools for this type of thing? I always think that hands on is better than academic, however I was just wondering.

I think to be taken seriously, you need to first be good at both ... diving and photography. Then, create a portfolio of your underwater photographs and show it to everyone you can think of. In other words, get your name out.
