I am so weak that I can't even do one push up. There must be another way to build up strength so that I can start doing them (even if I can only do a couple at a time to start out). What is the best excersize to condition my body to be able to do push ups? I was wondering if weight training for the arms would be best? I just have no idea.

do them leaning against a wall to start. Then on the arms of a chair. Take your time with them.

In my experience, if you try to weight train in order to enable yourself to do pushups, you'll be disappointed. Push-ups are a total-body workout and they work the muscles of your arms, chest and shoulders in a way that is drastically different from any type of weight lifting you can do.
I struggled with push-ups as well a while back and the way I overcame it was to actually do the pushups. Like you said in your post - even if you can only do one or two at a time, you've got to start somewhere. Give yourself a goal - say 3 in a row. Do those three in a row and do two sets of that each day of the week, but take the weekends off. Do that for up to two weeks, or until you feel confident that you can do them. Then add two more - do 5 push ups and do two sets of those. Eventually you'll be able to do more and more.
I pushed my body to the max and now I'm able to do 25 "man" style pushups on one foot w/o stopping.
Good luck!

Stand about two/three feet from a wall and do wall-ups.
Then get on the floor and try to do the actual push-up.
Keep trying even though you are not moving you are training your muscles and they are getting stronger.
One day you will just do one, then two and so on.
