"Therefore all things whatsoever ye would that men should do to you, do ye even so to them: for this is the law and the prophets."
Jesus said this . . . the golden rule is straight out of the Bible.
It is God's Word who has given all moral and legal laws. God is the Lawgiver.

Unfortunately life is much too complicated to be reduced to simple rules... so I might say "do unto others as you would be done by", but other people might not like the things you like, so that doesn't work terribly well. "Treat others as they would wish to be treated" seems better, but then what if they want to be treated like royalty? That doesn't fit the bill perfectly.
I think it's better to just say: "Be decent to each other" and let people figure out what that means on their own.

The fact that this unwritten law is embedded in all cultures is another proof of God's existence. Even primitive tribes have this law.

in romanian language, the saying sounds like this: "what you dont enjoy being donne to you, don't do to others"
i think it should be the motto of human race... if people would really think it through and act so in their everyday lifes, the world would be a better place

The meaning doesn't always remain the same.
It has to do with the authority with which the rule is given. In the Bible, it has the authority of God, the law and the prophets.

Personally, I like the way it's stated in Leviticus 19:17-18.
"Thou shalt not hate thy brother in thine heart: thou shalt in any wise rebuke thy neighbour, and not suffer sin upon him. Thou shalt not avenge, nor bear any grudge against the children of thy people, but thou shalt love thy neighbour as thyself..." (KJV) It's repeated several times in the NT too.
I know it's not new, but it's my favorite way to say it.
