CRY FOR HELP ........!!!!! I rehome stray dogs from Greece to other countries what is the law about this?

The law here says,"Any one household cannot own more than 2 dogs", but as I rehome dogs and can have anything up to 22 at a time, Where do i stand in the law concerning ownership?.
Here they are trying to close me down because of the 2 dog rule .
I am at my wits end and dont know where to turn as all I'm trying to do is help the poor creatures .

The dogs come to me through people just leaving them at my gate ,Yet the same people are prosecuting me and making my life misery .
If there are any lagal minds out there with knowledge of European / Greek laws who can help please HELP!!

Hi , thank you for helping these dogs , Why so you not go to the newspaper and see if you can develop a foster home list, I am sure there are many people who would foster a dog for a short term , that way when you get a stray dog you can place it in a temporary home until you can find a permanent home, Our local shelter has about 20 foster home names ON there list for when the pound is full. You may want to think of relocating just outside city limits onto agricultural land where you might be able to keep More animals
