No, I think punctuality is an either/or situation; it can't be better or worse. I'd say punctuality must be increased.

i think it should be "punctuality must be observed" in the same manner that its "please observe silence" in libraries and not "please improve silence"
we cant "improve" punctuality. its either ur punctual, or late for an appointment.
