When people (mostly brits) stick up two fingers?

Its the British version of the Bird or Finger as they call it in America.
It's an expression of displeasure everyone can employ, except folks without hands.1) Clench your fist. Either one will do.

2) Raise that fist, so the knuckles are pointing to the sky, and the back of your hand is pointing at your intended victim. It's very important to have your hand pointing in the right direction. If you get it backwards, see, you'll be giving them a victory sign instead. People like getting victory signs, so this blunder is to be avoided at all costs.

3) Holding your pinky and ring fingers down with your thumb, pop up your index and middle fingers. Make sure you have them slightly apart. If they're together, you're giving the Boy Scout sign, or something. Or maybe the Brownie sign. Who cares? Just spread 'em, already!

4) Give your wrist an aggressive little upward flick: up yours!

5) The bird is complete. You can put your hand away now.

If the nuckles are facing towards the person sticking their fingers up it means peace.

If the nuckles are facing towards it is generally an insult or can mean victory.

Contrary to popular belief the origins of this actually came from the middle ages when people used bow and arrows to kill each other. If an archer was caught his index and middle finger were cut off so they could no longer use a bow and arrow. After you had won a battle you would stick your two fingers up to show that you had won and to mock your opponents, like saying 'ha ha i still have my fingers'.

The gesture originated in the Second World War. It is the sign, V for Victory and was common to encourage one another during a dark and threatening time.
During the sixties it became the sign for peace. That is the general understanding now.

Could be a waving of fingers meaning hello or the peace sign.

It depends if the person's palm is facing you (Victory sign) or facing away from you (equivalent to The Finger in the US)

Two fingers held up backwards (palm towards self) is the equivalent of the American middle finger 'salute'.

Cheers :-)

My whole family is from England so I know exactly what it means lol..
It's just basically a "more polite" way of shooting the finger.
It means "get stuffed..." "get knotted..." or "go f*ck yourself..."
LOL
