Most here live in the USA and have NO knowledge of TV brands or prices in India, or what a dollar to rupee conversion is. Go to the bottom of any Yahoo Answers page and you'll see International Answers. Click on India to post and you'll be communicating with people who live there and can share personal knowledge.

Most video experts agree that you can't see any difference between 720p and 1080p for any TV smaller than about 50".
Even then, you still need to sit rather close to see the difference.

So, for 32", just buy a 720p.

I would not be concerned about 1080p, because not many programs on TV & DVDs are made using that resolution. The two main ones are 1080i & 720p.
