Exercise everyday, preferably at the same time. Mornings are best to get the blood circulating. Calisthenics before breakfast and jogging or heavier workout 1/2 - 1 hour after breakfast.

Depending on the exercise. It is recommended for everyone to get an aerobic workout for a period of about 20 minutes per day. Lifting weights and anaerobic workouts should be limited to 2 to 3 times a week however.
Neither on an empty stomach or just after you eat should you be working out. It should be around 2 hours after you eat, once you have started to process some of the carbs and proteins from the food.

The more frequent you exercise the better, but beware of overtraining.
Measure your heart rate every morning, first thing, before you get out of bed. If you wake up and your heart rate is elevated from the norm you should rest that day. An elevated heart rate is an indication that your body hasn't recovered from the previous days exercises or you may be fighting off an illness.

Cardio can be done every day but your muscles need 24 hours to recoup after strength/resistance training. I would always work my upper body one day and lower body the next.
