The marriage request must be made by your fiancé and he will get the necessary papers from the chaplain. He will then send them to you and they must be filled out and signed by you and then you mail them back to the chaplain or caseworker, who will review the request and decide whether or not to grant it. Once the request is approved, you will have to apply for a marriage license in the county where the inmate is located. The fees are not refundable if you change your mind. The county clerk has someone who goes to the facility with the papers so your man can sign them.

I believe the most practical thing would be for you or the gentleman in question to talk to the warden about how this is properly handled. A great deal would depend, I imagine, on what specific prison he's in, what he's been convicted of, and whether he's exhibited violent behavior while in prison.
After all, someone who's in for having embezzled company funds and has been perfectly docile and cooperative is not the same as someone who is serving time for rape or murder and been a continual discipline problem. Different levels of security would need to be observed in such different cases.
I know it's perfectly possible to marry someone while in prison, and while I wouldn't necessarily recommend it, you didn't ask whether it's a good idea but how one goes about it.
So I would say either talk to the warden, have him do so, or do a quick Google search on marrying prisoners + Buchanan County. Just keep in mind a lot will depend on what prison he's in, what he's serving time for, and how he's been behaving since he got there.

Well because I've known a friend in prison they told me how people get married up there all the time. I only know that you have to get the inmate to send you the information from the prison guards to get info to send to you. Or you can call up there to find out the legal aspects of things that you need to do and have. I was also told that in most prisons you have to bring a stand in person because some inmates can only be talked to on the phone and you can't be close to each other so you will be marrying the person in prison but the stand in will be there like as if he is the inmate. Its confusing but call up there and call city hall in your area. Good luck, you will need it.

IMO the BEST way to do this is wait until the person gets out of prison before doing ANYTHING with a marriage license or a ceremony.

Don't do it. What kind of start to your life together is that? What kind of person are you tying your life to? If you are having an issue, find a support group who can help you find the self esteem to say "I deserve better than a convicted criminal".
