Sounds like a Basset Hound.

Could also be an English Setter, although their "tri-color" isn't the traditional description of tri.

Possibly an Australian Shepherd or Border Collie, but those don't always have "droopy" ears and the majority aren't ticked.

Could also be a Bluetick Coonhound. They have a unique tri-color coat--not what most people think of. Check out a picture to see if that's what you're thinking of.

English Coonhounds qualify, too. But that's a very rare breed.

BREED THAT MEET YOUR CRITERION BUT RARELY:
English Springer Spaniels can be tri-color and ticked, but the tri is a rare color pattern in the breed.

Cocker Spaniels and English Cocker Spaniels meet your qualifications.

Beagles are droopy eared, short-haired and tri-color but rarely speckled (or "ticked"). It's possible, but extremely rare.

Brittanys can be tri-color but this isn't a preferred color and the tris are pretty rare.


DOGS THAT DON'T MEET YOUR CRITERION:
Bloodhounds are droopy eared, short-haired, but not ticked or tri-color (a small amount of white is permissible in the black and tans, but that hardly makes them tri-color).

My first thought was beagle. They're adorable, fun and I love the breed - altho all mine have been mixes.
