First, find a deck where the artwork appeals to YOU. Don't just use the first deck that you run across. Second read the booklet that come with your deck, learn the booklet then forget the booklet and follow your intuition and heart they will never lead you wrong (the booklet can't give you the answer for all situations) and finally, get lots of practice.
Remember its not the cards that are giving you the answer its the divine and your own personal experience in human nature.

First, I agree with Pope Ogre that you need to find a deck that appeals to you. If there is not something inside of you that resonates to that particular deck, don't use it. There is no point in using a tool that does not "fit" you. For example, I personally do not like the artwork of the Thoth deck designed by Aleister Crowley and so I get "garbage" when I try to use it. I get my best results with a deck based on Greek Mythology although there are many people who do not like the artwork because they find it too unrefined. I like this deck because it "tells stories" that I can then use to explain things for those who come to me for readings.
Second, take the time to learn not just what the book says about each card in your chosen deck, but what the symbolism in the cards say to you. A good technique for this is to describe in a notebook what YOU feel the card means before looking at the meaning in the book.
Third, practice often and read a lot of different books on the subject. Even the book "Tarot for Dummies" has some interesting and valuable information in it. (I actually had a copy of that book and some of the layouts it included were very useful)
Most importantly however, NEVER let anyone tell you that what you are doing is EVIL. There are many religions in the world that practice divination as a way of enhancing spiritual awareness.

The Tarot is a language of symbols. You can get many books telling you what they mean to the author, but it should really be what they say to you.
Buy a fairly simple deck, one which isn't complicated with to many other themes.
The Swiss or Marseilles decks are the most basic to start with.
Then start to learn the meanings of the key symbols for the Minor Deck; Wand, Sword, Cup, Pentacle.
Also learn the mystical and metaphysical meanings for each of the numbers.
In doing this you will work out why Cups x 2 = Romantic Love, etc.
Also see the Major Deck as a journey, look at each card individually. Meditate on what the image means to you.
It is worth while keeping a note book for this task.
You can get a book and learn the 78 meanings off by heart, but in doing so, you miss the point of the symbolism.
What you are about to do is learn a new language, one which will take you into the rich world of the subconscious and up into a higher plain.
If you want to start using them for readings start with the simplest layout, the three card spread.
It's a bit like reading a book.
If I can help you further, please email me.
An excellent book for symbols is the Penguin Dictionary of Symbols.

Go to a web site that sells tarot cards look at the different designs for the one that "calls out to you". Most decks come with a book that tells you how to use that deck, definitions, layouts and stuff. You can also buy some how to books or books on reading Tarot cards for begginers, I don't suggest those Dummies or Idiots books.

Unfortunately most all published material relevant to Tarot are premised upon sheer entertainment, religious doctrine (however nominal or obscure), or some quasi-astrological like interpretation.
True Tarot endures indiscernible to most individuals, for it are premised upon abstruse psyologic geomancy, of which no known experts currently exhibit any strong indication. Most people presume Tarot akin to a kind of intentional scrying attempt, else they misuse the cards towards that purpose. Others think of the deck as opportunity for attempting some peculiar clandestine spell in terms of satisfaction of client.
Tarot does bear some semblance to fundamental principles of geomancy, similar to runes, though yet distinct. One primary reason for such diverse opinion and benign endeavor, fact that those responsible for attempted extraction hadn't a clue what they sought. Analogously endeavors of like rogues could be compared to so-called Christian determined to possess their particular treasure of writings which were supposedly premised upon ancient Judaism, yet clear are that Jews would not dare permit precise same translation.
Good luck in your attempt at mastery of the Tarot, but unless you possess exceptional wit, devotion inconceivable, doubtful that you shall accomplish much more than mere entertainment value. Please do not regard these remarks as deliberately cynical or judgemental, merely revealing facts.
Should you arrive at absolute intention, and can convince me of your sincerity, I might consider assistance with fundamental enlightenment towards a purely abstruse though essential path.
Best of luck.

Tarot card work through "familiar spirits,"and can be dangerous to you physically as well as spiritually. Rebeca Brown wrote a book about these spirits called "He came to set the Captives free." Its a real eye opener. You won't be able to put it down.

i've never been attacked or bashed in shear bigotry by a tarot carrying clown so I suggest Edward Waite on tarot and hope it entertains you as much as it did myself . Some use it for organising their thoughts and the prints are as symbolic as they are artistic .
Enjoy

Good luck!
I suggest this website:
http://www.learntarot.com/
try to follow the lessons, and pick a deck from many featured. You may want to start with Rider-Waite standard deck and get another you may like.
there are also many y! groups that help with the study of tarot.

I assume you're from the US. The tarot has been tested and proved to be nothing but superstitious nonsense over here.
Bit like religion really.
