Some states only charge sales tax for certain items. Things that are considered necessities like food and clothing may be tax free, while other items sold at the same store will have sales tax.
On-line shopping may or may not charge you sales tax depending on where the store you are purchasing from is located and where you are having the item shipped to.

There are a couple states that don't have a sales tax. But if the state does, then any store selling items that the state has defined as taxable has to collect the tax - it's not the store's choice.
