alright i think we can all agree that with lower reps but heavier weights can help bulk up muscle. but with that bulk muscle does that gain you a lot of strength or is most of it just show? Id prefer stronger toned muscles over bulky but if i could have both that would be great. any suggestions/workouts

It's all for show! Toned muscles have way more strength and flexability. Any kind of a workout with lots of reps will increase your strength.

You get stronger by lifting heavier and heavier weights
lower reps with more weight will make you stronger
lots of reps with lighter weights won't do as much to make you stronger cuz it is so easy to lift

no. the size of muscle is almost irrelevant to the strength of the person. if anything, go for a something that will incorporate speed, strength and momentum. i'd suggest a martial art, prefferably tae kwon do. it's hardcore.

strength always comes before size. increased muscle size is not only a function of using progressive resistance but from constantly increasing the calories to allow the body to not only recover from training but to provide an excess of nutrients which maximizes anabolic activity

definitely not directly related. try a boxing gym.. Have you noticed that boxers who can connect, could knockout the biggest guys. Tyson was only 5'10" but a hard punch.
