I need to bring a 300 dpi@ 10" pic up to 66" wide for a ghosted image. I know it will be a bit blurred but can you help me keep the image looking ok?
It's for the rear window of a car.

Go to Image -> Image size to open the dialog box.

Make sure you have selected Resample Image at the bottom and also choose either Bicubic, or Bicubic smoother from the drop down list.

Make sure Constrain Proportions is checked (like the other suggested - but don't do what else they said)

Now go to the DOCUMENT SIZE area and in the width box type in 66 and choose inches from the drop down list.

That's it. Click OK.

It will probably be blurry, but that is the best you can do when you upsize an image like you want.

Go up to Image, click, then scroll down to Image Size, click.
In this window click in the Width window, and put the pixels size in that will come out to 66 inches. The Constrain Proportions at the bottom that is checked will keep the proportions,(Width to Heigth ratio), even. Sorry I can't tell you how many pixels it takes to get 66 inches, because it varies from picture to picture. Depends on how many megapixels were involved when it was taken. This won't be tough to do at all!

hit "c" for crop. the boxes that appear at the top will have one called "resolution." change the dpi there. (the image size, i.e. 1024x768 or whatever, will stay the same. you can change this if you want also, under image> image size or alt+ctrl+i)
