I have Obsessive Compulsive disorder yet I do say some of my words over and and over until I get them just right. Sometimes it's phrases and other times it's what other people said. I was just wondering, can you have ecolalia without having Tourette Syndrome? Just OCD.

What you're talking about isn't echolalia; you're just repeating your own words.

Echolalia is a common feature of Autism where the individual repeats words spoken by other people.

Yes, echolalia can occur with other disorders. Echolalia is the repetition of vocalizations made by another person. A 1983 report indicated that up to 75% of verbal people with autism have some form of echolalia, but it may also be present in Tourette syndrome, developmental disability, schizophrenia and, occasionally, other forms of psychopathology. When done involuntarily, it is considered a tic.
