Well...

application of Technology to new products is what the Japanese excel at. Although the US military does not regulate the Japanese: it is a self regulating country in the aspect that its military is regulated to self defense of the country and is kept quite small in comparison to its WW II days.

However, if there was a country that would come up with a power enhancing suit for humans capable of being used in war, i d place money on them to do it. It wouldn't exactly be robotics: it would be more more like the powered armored suit described in Star Ship Troopers (The Book, not the movie). and yes, they would find a market for it.

U.S. don't limit Japan's military. Japanese constitution confine to hold military and preemptive attack.
