Is this possible?? if it is on what web site would you be able to do this??? Or is this only possible by the police?

You have to go to the DMV and pay a fee, and give your name in case something mysterious happens to the other party, like if their car gets burned or otherwise receives malicious damage.

Only the police and other official agencies (DMV, obviously) can access that information. How would you like it if the psychopath you cut off on the highway could use your license plate number to find who you are and where you live? He might be waiting for you in your driveway one night.

This is not public information so doubtful it is anywhere on the net. Most DMV's will not give or sell this info either. It is private.

Why do you need to? Just ask the person who drives it.
