The House of Representatives. ALL legislation starts in the House. Bills may be proposed in the Senate or by the White House, but until they are introduced in the House NOTHING can happen.

The House of representatives originates all bills that may or may not become law.They pass their views on a proposal and send it to the senate for them to agree or return. When both Houses agree its then sent to the President for approval or rejection......George

The legislature of course. But it can be proposed by the a member of the executive like the president. It can originate in either place
