Most pinhole photographs have been taken using film and this is the best way, although some may use paper as Hoshi has. The results with paper are almost always inferior to using film. Once exposed the film is developed and the negative used in traditional darkroom enlargement.

fhotoace is correct, both need to be developed into a negative and printed.

Umm honey I hate to tell you this but I've made a pinhole camera before and developed picture i've taken with it, and I've never heard of putting film in one. You have to put photo paper in the back of it, and then you have to develop it in dek, stop, and bath. Even then it won't be a picture but a negative. Meaning the colors will be reversed (as in the sky will be black). This is because when the light enters the camera and burns an image onto the paper the areas that are lighter and reflect more light will be darker because the area of the photo was exposed to more light. The make a positive (to have the colors the right way) your have to place your negative with the picture facing down on another piece of photo paper on an enlarger. The enlarger is basically a large concentrated flash light. It will burn the reversed image on the the new piece of photo paper giving you a positive. So yeah sorry to have to tell you this but wether you use film or photo paper either way it will have to be developed.

Below is a link for very good pinhole cameras.
If you use Pos/Neg Type 55 Poloroid film you can instantly get a print. If you like the print you can take the film and get it developed. The cameras come in different focal lengths
