It's been my experience that semiconductors don't have a shelf life. I have used old stock germanium transistors that I know are at least 40 years old with no problems what so ever.

Transistors are pretty stable components and unless they come into contact with some form of static they can last pretty much for years.

If you mean outdated then yes but not for decades, at least until there is a substitute for the amount of transistors used in things like processors, integrated circuits are being made smalller and smaller which means more transistors can be put on a single chip, currently there is quantum computer research which hopes to replace transisors by encoding information in light pulses.
