Only a superior court with authority over the INS, I am guessing the Supreme Court in this cause can issue mandamus.
The applicant pleading for the writ of mandamus to be enforced should be able to show that he has a legal right to compel the respondent to do or refrain from doing the specific act. The duty sought to be enforced must have two qualities:

It must be a duty of public nature
The duty must be imperative and should not be discretionary.

Writ of mandamus for what?
If you think INS (now ICE and CIS) is not doing something they are required to do, you can go to federal court and ask a judge to issue mandamus.

There is no "Immigration Neutralization Services" anywhere on earth, and a writ of mandamus is issued by a superior court to compel a lower court or a government officer. Unless you are a superior court official, you won't be able to do that.

I don't mean to dump on your culture. But it's just that as a Westerner, sometimes I get sick of people dumping on Western culture, even though we don't have all of this caste s**t and all of these threats of violence if one's child marries outside of one's caste. How can you stop them from harming you and your parents? It's hard to say, given the fact that you live in a society that seems to condone that kind of thing. If you and your wife were to move to America, you'd be fine. Nobody would give a rat's tail that you were from a different caste -- the only important thing is that you love each other. And if her parents came over to the US and tried to do anything to you, you could just call the cops, and the cops would throw their asses in jail. End of story. ...
