Most all of your agencies will sponsor a "take home program" so long as the officer lives within a certain radius of his juridiction. In my department we get a take home car regardless of where you live. One city over only sponsors if you live within county limits, unless the person is subject to being on call (i.e. detectives, warrant detail). Hope this helps you out with your question.

In my city, you get a take-home patrol car after 4 years of dedicated service.

The correct answer depends ENTIRELY on the department in question. ANY general answer you get is either flat out wrong, or based on the departments the individual is familiar with. Given the shear number of departments, I doubt there are less than 1000 different answers to this question. Without a location, your question has no meaning.
