Delaware has state troopers. There are three counties, and only one, New Castle County, has a police force. There are 35 other local police agencies in the state, and several other state agencies with police powers, including Drug and Alcohol, Fire Marshals, and Natural Resources.
There are no village police forces in the state of Delaware.
Maryland does have local police departments.

They have local departments also. Maryland also has local departments, I know Ocean City and Salisbury have there own departments.

Every level of government can have its own police department. Some smaller jurisdictions chose to contract with a nearby jurisdiction or the next higher level of government instead of paying for their own department.
