Yes, it does - and I hadn't put it into words yet really until you mentioned it.
Some of the answers I've read have been really good, but some didn't really address the issue at hand, some saw the first part of the question and didn't take into account additional details people provided, some have a lot of personal experience (which is great!) but it sometimes doesn't relate, some have information that is just incorrect, and others are just trying to make a smart answer and have a laugh.
I'm not sure how to change that, though - I guess we just have to be aware that this is a forum for everyone's ideas, to take the good and complete answers and the less helpful or incomplete ones and sift out the information that is actually best suited to the situation. Like basically everything else on the internet, this is something that has to be taken carefully and not trusted as automatic truth!

Yes, but it bugs me more when the asker does know how to construct sentences or use spell check. I'm not talking about you. I'm saying that I get more bugged by the asker than the respondents.

Yes. It shows a person is not very interested in what you say or write. It is rude and shows a lack of respect for others.

yes. i especially hate it when they put an answers that has nothing to do with the question.
