Your TV has gone to TV heaven. The vertical deflection has failed. The TV picture is made up of 625 lines scanning left to right, top to bottom (not strictly true as its made up of two interlacing frames but too complicated for here). The part of the circuitry that causes vertical deflection has failed hence all 625 lines are across the centre of the screen. Try http://electronics.howstuffworks.com/tv.htm
for a better explanation.

Its called frame collapse.
Don't try to repair it yourself its too dangerous.
You have mains potential not to mention the very high voltages going in at the final anode on the tube and around the line output transformer.
It could be anything in the vertical deflection circuit from a dry joint on the solder side a fusible resistor or the deflection chip or even an open capacitor can cause it..
So take it to a professional..
shouldn't cost anymore than £60..
Don't worry its not the tube gone...

EVERYBODY says "Get a New one" but.....
Your TV can be easily repaired by soldering or replacing the Vert output OR a Cap and resistor in the Yoke....
Cheap Repairs.....
The only reason I would REPLACE it is if you wanted or needed a good excuse to upgrade to High Definition TV.
If it's the MAIN TV in your home, that's a good excuse, but if it's a Secondary TV, then fixing it is a better choice.
You'll find out that Satellite and Cable companies are ANTICIPATING the fact that the Main Tv is usually HD and the other TVs in the home are SD (standard definition) so they are designing the converter boxes to do HD in one room and SD in all the other rooms, Unless you buy another HD box.

your tv is suffering from frame collapse-in normal use your tv scans from left to right down the screen 50 times a second (on a 50 HTZ set-100 times a second on a 100 HTZ set). and this has to be regulated using the feild output (or in older sets the line timebase) section of the set. a component here will have failed-it is unlikely to be the CRT (tube) if this were the case it would not display anything. if you are fond of the TV then it should not cost too much to get it sorted-if not then a new one is the order of the day-once they start breaking down then it never ends.

To add to what hersheba said.
The problem is in the vertical output circuit & if you say it comes on occasionally, then it could be as simple as a bad solder connection or component failure. Usually around the output IC chip is where to start looking. There are other possibilities however this is the most common cause.
