I just moved into a new apartment and I would like to have cable tv. However, the place is not "cable ready" meaning there are no cables and outlets. Now I am kinda lame when it comes to this electronic stuff. It is possible for them to install cable still, right?

you would probably have to talk to your landlord about installing cable outlets or satellite dishes without these outlets there's no possible way of getting cable into your apartment virtually impossible sorry to say.

You can't install anything on the owner's property without the landlord's consent. Check the terms of your lease regarding installing fixtures or altering the appearance of the apartment. Cable will not generally install unless the area up to your building is already prepared for cable installation.
In many situations, the majority of the building must agree before even one cable can be installed. Check with your nearby dish network. Some smaller dishes do not have to be attached, and can be situated just inside a window without being nailed down.

The cable will have to be run to your apartment as first time installation with an outlet installed.

Yes, they can but it will cost you extra. And they may require a consent from the landlord, (a written consent, with signature) because they will be drilling and compromising the walls but only slightly an very professionally done........
